What's POIR8 about?
POIR8 = Power of Information Review Recommendation 8
"To improve government's responsiveness to demand for public sector information, by July 2008 OPSI should create a web-based channel to gather and assess requests for publication of public sector information."
So, how should this service work?
Are you asking about the process....?
I would suggest learning about how Open Space Technology has been working in tech communities. This is an ever so slightly more formal process then traditional BarCamp. It has an agenda creation process where folks write the name of their session on a peice of paper, they announce the name of their session to the whole group and then post it in a grid. They also follow the Principles of Open Space and the Law of Two feed (They are inseparable). You might also think about how you have some other processes in your mix - this could include - Appreciative Inquiry, Fishbowls, perhaps some 'on ramp' material (lecture - one to many/whole group) to help folks orient to what "is" currently and what is hoped for. before going into open space. Closings where everyone talks about what they learned are good to do along with issuing a book of proceedings - the notes of all the sessions compiled.
